One myPATH registration sets up both withholding and unemployment compensation. New businesses don't need a login to start it.
State income tax withholding
Employer withholding account (myPATH business registration)
Pennsylvania Department of Revenue
- You'll receive:
- An employer withholding account number (typically 8 digits).
- Send Unify:
- Your PA employer withholding account number.
W-2 wages, 1099 withholding, and 1099-R withholding each need their own account.

Unemployment compensation account (same myPATH registration)
PA Department of Labor & Industry, Office of UC Tax Services
- You'll receive:
- A UC employer account number (typically 7 digits) and your rate: 3.822% for most new employers in 2026 (10.5924% for construction) on the first $10,000 of each employee's wages.
- Send Unify:
- Your UC account number and your rate notice.
Other state program
Employee UC withholding
PA Department of Labor & Industry, Office of UC Tax Services
- You'll receive:
- Nothing separate. You withhold 0.07% of every employee's gross wages (no wage cap) and send it with your UC contributions.
- Send Unify:
- Nothing extra; it's reported under your UC account.
Local taxesPennsylvania worksites, including a remote employee's home, generally require local Earned Income Tax withholding, plus the Local Services Tax where the municipality levies it, registered with that area's local tax collector. Philadelphia has its own separate wage tax. Ask us if you have employees there. Official lookup
