How to comply with the Colorado Secure Savings Program

Starting in 2023, many Colorado employers must comply with the Colorado Secure Savings Program. The program requires Colorado employers that have been in business for 2+ years and that have 5+ employees to offer a qualified retirement plan or enroll in the Colorado Secure Savings Program.

Employers are required to register for the program (or certify exemption by indicating that a qualified retirement plan is in place) by the registration deadline (between March 15th and June 30th, 2023, depending on the number of employees).

After registering, employers will be prompted to upload their employee list to the portal.
(New hires should also be added to the portal as they are onboarded)

Next Steps And Ongoing Administration

Employees will receive notice of the program and will be invited to setup to access the portal. They will be notified of the following:

Employees will be auto-enrolled at a 5% contribution rate unless they opt-out within 30 days. The notification will go via email unless no email address is provided in the census. If no email is provided, the notification will be sent to the employee’s mailing address provided in the census.

This Account Portal is where employees will go to make contributions and fund elections, designate beneficiaries, and more. They can also opt-out via this portal.

Employers will receive notifications via email and on the portal indicating which employees should have contributions.
When they receive the notification, the contributions should be set up in the payroll system.


After each payroll, employers should report the contributions in the Account Portal.

The employer’s bank account will be drafted for the contributions withheld from paychecks within 2 business days.
